(b) Approved E-Rickshaws

3. The TTEN Process: A Helping Hand for Unapproved TOTO OwnersThe TTEN (TOTO Temporary Enrolment Number) is not a registration but a temporary legal identification system for locally assembled or unapproved TOTOs.

Apply only through the official portal: https://tten-wb.in
Payment through the GRIPS online system – ₹ 1740 (1 year) or ₹ 2940 (2 years).
No cash payment is accepted at the office.
Once approved, download and laminate your TTEN certificate with QR code.
Paint the TTEN number clearly on the front, rear, and both sides of the vehicle (black letters on a green background).

Aadhaar card (linked mobile number for OTP).
Bank passbook showing account number & IFSC.
Driving licence (E-Rickshaw category preferred).

Important Rules:
TTEN valid only for local pocket routes approved by the authority.

Maximum 4 passengers allowed.
TTEN must be renewed before expiry; late renewal attracts extra fees.
Every unapproved TOTO must be replaced with an approved E-Rickshaw within 2 years.
4. For Approved E-Rickshaws: Registration through VAHANIf your vehicle is an approved model (as per Rule 126 of CMVR, 1989), you should go through the VAHAN Registration System available through authorised dealers.
Steps include:
Submission of all manufacturer and purchase details in VAHAN.
Online payment of taxes, registration fees, and HSRP charges.
Issuance of Smart Card, Insurance, and Route Approval.
Regular inspection by the registering authority ensures safety compliance.
Note:
Delivery of new E-Rickshaws without registration or HSRP is not permitted, and strict action is taken against errant dealers under Section 192 of the Motor Vehicles Act, 1988.
